The International Livestock Research Institute (ILRI) is looking to hire two Procurement Officers, responsible for overseeing daily procurement operations from request to delivery of goods, works, and services, under the guidance of the Supply Chain Manager
ILRI works to improve food and nutritional security and reduce poverty in developing countries through research for efficient, safe and sustainable use of livestock. It is the only one of 15 CGIAR research centres dedicated entirely to animal agriculture research for the developing world. Co-hosted by Kenya and Ethiopia, it has regional or country offices and projects in East, South and Southeast Asia as well as Central, East, Southern and West Africa. www.ilri.org
Key Responsibilities
- Coordinate and oversee the prequalification and tendering process for goods/services support the bids evaluation/analysis through preparation of relevant documentation and in relation to total cost ownership and provide feedback to relevant stakeholders
- Conduct surveys, gather market information guide/recommend on cost, quality of goods/ services and source for suitable vendors/suppliers based on factors such as terms of reference, value and item category
- Identify procurement needs, prepare purchase orders, coordinate the procurement of goods/services, track shipments/orders, provide status reports to relevant stakeholders, demonstrate value for money, ensure delivery and payment as per specifications in the purchase order and set timelines
- Manage the importation and customs clearance of all overseas purchased goods, prevent damages and ensure demurrage charges are not incurred by ILRI
- Contribute to procurement planning, budgeting and implementation of audit requirements
- Maintain relevant procurement databases for goods/services and supporting related information such as price lists, preapproved vendors, approved budgets, purchase requisitions, quotations, bid evaluations, purchase orders and other procurement data
- Draft/prepare Service Level Agreements (SLA), framework agreements, service contracts in consultation with the legal team and ensure their implementation and management
- Organize meetings with various customers to understand their needs, conduct vendor performance management review/evaluation as per the set schedules
- and contribute to various decisions based on the outcome of such assessments
- Prepare relevant reports such as procurement dashboard reports/weekly status updates
- Establish and maintain relationships and communications with various stakeholders
- Perform any other related duties as may be required
Requirements
- Bachelors’ degree in Purchasing & Supply Chain Management or any other relevant degree from a recognized University, Degree in any Laboratory discipline would be an added advantage.
- At least 6 years working experience in a busy procurement environment, experience from a research organization would be an added advantage.
- Professional qualifications in Purchasing and Supply Chain Management, preferably from CIPS or KISM
- Having accounting qualifications, preferably CPA.
- Computer proficiency (Email, Internet, Word, Excel, Access or other data-base management, knowledge of automated Supply Chain Software’s would be an added advantage);
- Membership with recognized professional bodies like CIPS and KISM
Terms of Appointment
This is a Nationally Recruited Staff (NRS) position based at ILRI’s Nairobi campus. It is open to Kenyan nationals only. The position is on a 3-year contract, renewable subject to satisfactory performance and availability of funding.
Job Level
This position is job level HG14, ILRI offers a competitive salary and benefits package which includes; pension, medical and other insurances for ILRI’s Nationally Recruited Staff.
