Position title: TaRL Africa Regional Program Manager (East & Southern Africa)

Reports to: TaRL Africa  Director, Programs & Partnerships

Location: South Africa /Zambia/ Kenya

TaRL Africa initiative is hosted by Empower Learning Africa, a not-for-profit organisation registered and headquartered in Nairobi, Kenya, with teams in Côte d’Ivoire, Nigeria, and Zambia and locally registered offices in Nigeria and Côte d’Ivoire. TaRL Africa began as a joint venture by Pratham and J-PAL in 2019, with the goal of supporting governments and organisations across Africa to accelerate children’s foundational skill learning using the evidence-based “Teaching at the Right Level” (TaRL) approach. TaRL Africa’s vision is for every child across Africa to have foundational skills so that they can have a better future. Our mission is to ensure education systems effectively equip children with these foundational skills.

We support governments and organisations in over 15 countries in Sub-Saharan Africa to design, deliver and scale impactful TaRL programmes while learning and sharing how the approach can be improved for different contexts. Together with partners, TaRL Africa has reached over five million children with TaRL programming.

Overview:

TaRL Africa seeks a dedicated Programme Manager for Eastern and Southern Africa to oversee and support our programs and partnerships across the region. We have programs and partnerships in Angola, Malawi, Ethiopia, Tanzania, Uganda, Eritrea, Somalia and Zambia. This role will be instrumental in ensuring the successful delivery of high-quality educational programs that impact children’s learning outcomes. The Programme Manager will collaborate closely with government and NGO partners, lead regional strategy efforts, and drive the development of new programs and partnerships.

Role and Responsibilities:

  1. Regional Strategy (15%)
    • Strategic Program Development: Identify and cultivate opportunities to expand TaRL programming in Eastern and Southern Africa, including potential new countries.
    • Cross-Country Coordination: Facilitate communication and collaboration between TaRL Africa Country Offices, Central Content and Training (C&T), Monitoring, Learning and Evaluation (MLE), and Programs and Partnerships (P&P) teams.
    • Donor and Partner Relations: Act as the primary liaison for cross-country initiatives with donors, partners, and researchers.
  • Workplans and Budgets: Lead the development of regional workplans and budgets to ensure effective program execution.
  1. Program and Partnership Support (45%)
    • Fundraising: Collaborate with the Programs and Partnerships Director, Country Directors, and the Senior Fundraising Manager to support and enhance fundraising efforts. Identify and recommend new funding opportunities aligned with TaRL Africa’s strategy.
    • Quality Assurance: Provide strategic and quality assurance support to country offices regarding financial health, operational effectiveness, program delivery, and sustainability.
  • Program Development: Oversee the creation and management of new programs and partnerships, ensuring alignment with TaRL Africa’s mission and proper planning and budgeting.
  • Partner Management: Build and maintain relationships with regional partners, ensuring consistent, high-quality support.
  1. TaRL Ecosystem Support (15%)

Cross-Cutting Programs: Supervise initiatives aimed at strengthening TaRL programming across the continent, including the TaRL Africa Fellowship Program, annual TaRL training for organizations, and school incubation projects in Kenya.

  1. Team Leadership and Management (25%)
  • Team Oversight: Lead, motivate, and support a team of four coordinators and associates, with potential for growth.
  • Goal Setting and Monitoring: Set clear objectives, conduct regular meetings, and provide performance assessments and feedback.
  • Development and Training: Implement development plans, foster a culture of continuous learning, and ensure ongoing training opportunities for team members.

Minimum Requirements

  • Master’s degree in Public Policy, International Development, Education, or a related field (MPA, MPP, etc.).
  • Strong communication skills in English, with the ability to translate technical research into accessible information for policymakers.
  • Proven multitasking abilities and experience managing diverse assignments and meeting deadlines.
  • Strong skills in Excel, Word, and PowerPoint.
  • Integrity and experience in handling finances.
  • Experience coordinating with cross-functional teams and managing ambiguity and change.
  • Proven experience advising on management, human resources, financial, and logistical challenges.
  • Experience working with donors, government agencies, policymakers, and researchers.
  • Passion for and experience in education and program development.
  • Experience working in Africa.

Advantageous

  • Communication skills in Portuguese and Swahili
