Location: remote-home based with up to 50 % of time on the field, according to needs

Job description

WeWorld is searching for a Humanitarian Aid Response Coordinator. S/he is part of the Humanitarian Aid Unit, within the IPD team in HQ. Her/his main aim is to strengthen and implement WeWorld’s humanitarian response through contributing to achieve the tasks of the Humanitarian Aid Unit. It is expected that overall s/he spends up to 50% of her/his time on the field, with short-term deployments up to 4 weeks.

4. Acting Country Representative / Country Head of Programme (if needed)

Strengthen the organization’s emergency capacities

Under the direction of the Head of Humanitarian Aid Unit, s/he contributes in strengthening the organization’s emergency capacities by generating and improving the organization’s humanitarian culture, capacity and global recognition as humanitarian actor. Responsibilities may include (not exhaustive):

• Capacity building on humanitarian matters

• Standardize and customize emergency programmatic tools

• Revision of the emergency response in country strategies

• Lead the development of country emergency preparedness and response plans

• Development of internal emergency procedures, policies, manual, and guidelines

Set up new emergency responses

S/he is responsible to set up new emergency responses, if any. Under the direction of the Head of Humanitarian Aid Unit, s/he is expected to deploy to diverse contexts and countries to support the organization’s emergency response activities and objectives around the world. S/he should be ready to assume a variety of leadership roles in line with the needs of a particular response.

Humanitarian proposal development

This strategic responsibility aims at ensuring, at designed countries, continuity in the programme strategy and quality activities, increasing the sustainability of the organization. S/he works in identified programming opportunities, develops strategic collaborations and cooperations.

In collaboration with the management team and the Project Development and Knowledge Management department, s/he coordinates the drafting of short/medium term project/programme proposals designed for emergency response. Responsibilities may include (not exhaustive):

• Lead/Support the projects design and proposals preparation and submission for institutional and public funding (including proposals and concept notes)

• Develop project budgets aligned with the organization’s and the country office’s needs and priorities

• Lead/Support the development of assessments and other products needed for project proposals

• Follow up the main funding stream available for the emergency response in designed countries/regions

• Represent the organization for fundraising purposed toward emergency donors

Acting County Representative / Country Head of Programme

When and if needed, s/he acts as Country Representative / Country Head of Programme, for short deployment missions, as part of the organization’s Roving Team. This strategic role aims at ensuring continuity in the management of organizational programmes at country level, to ensure quality of the activities in the country/ies of deployment, including budget and human resources management (international and national staff) and security. The Acting Country Representative / Country Head of Programme identifies programming opportunities, develops relations with different stakeholders and represents the organization towards donors, ministries and local government authorities, local partners.

Performing this objective, s/he will work under the direct responsibility of the Head of Regional Unit/ Country Representative.

General responsibilities are outlines below, while specific responsibilities will be developed beforehand each deployment in accordance with each context:

Requirements

ESSENTIAL REQUIRMENTS

Qualifications and Knowledge

·An advanced university degree or equivalent in the field of Social or Political Science, Development Studies, International relations, Project Management, Human rights

·Good knowledge of MS Office

·Fluent in English both written and verbal

Professional experience

·Minimum 5 years’ relevant working experience in related fields

·Working experience with international NGOs in management of international cooperation projects funded by institutional and private donors

·Proven experience in Emergency Responses and Emergency Capacity Building

·Sound project development and proposal writing experience

Skills and Abilities

·Strong flexibility and capacity to adapt behavior to the needs of the situation

·Capacity to work autonomously and in problems prevention/resolution

·Proven organizational skills and ability to effectively manage multiple tasks while fostering quality, team spirit and positive working relationships with colleagues

·Good communication, negotiation skills and sensitivity in dealing with personnel from different countries

·Cultural, gender, religion, and age sensitivity and adaptability

·Strong commitment to the Mission of WeWorld, genuine interest for international cooperation development topics

DESIRABLE REQUIREMENTS

·Fluent in French and/or Italian, both written and oral

·Previous work experience in similar positions

WHAT WE OFFER

Type of contract:a first 6 (six) months collaboration contract subject to evaluation; a second collaboration contract of 6 (six) months renewable, following the positive evaluation of the first three months of contract.

Annual leave: 2,5 days/month (working days)

Economic conditions:to be defined according to the candidate’s profile and WeWorld Compensation Policy

Other conditions: Travels, accommodation and health insurance covered during field missions
